Beijing strengthens legal protection for minors

Beijing procuratorial authorities have strengthened legal protection for minors over the past five years through crime prevention, rights protection, and public interest litigation, the Beijing People's Procuratorate announced on Monday. The procuratorate released a report on juvenile procuratorial work in Beijing from 2021 to 2025 during an open day event on Monday, which also marks International Children's Day.

Yue Xiangyang, deputy chief prosecutor of the Beijing People's Procuratorate, emphasized that the city's procuratorial organs have upheld the principle of acting in the best interests of minors. They have deepened the integrated performance of procuratorial functions involving minors while promoting coordinated protection by families, schools, society, cyberspace, government, and judicial organs.

Prosecutors took a firm stance against juvenile offenders whose crimes involved strong malice, serious circumstances, cruel methods, or severe consequences, while applying leniency and education-based correction to those who committed minor offenses or were first-time or occasional offenders. Over the past five years, Beijing prosecutors approved the arrest of 437 juvenile suspects and filed public prosecutions against 528. They also made conditional non-prosecution decisions for 485 minors and carried out special prevention and correction work 1,435 times.

In 2025, the number of acceptance and review for arrest and prosecution of juvenile crime suspects in Beijing fell by 1.47 percent and 12.66 percent year-on-year, respectively. The number of acceptance and review for prosecution of minors for serious crimes dropped by 49.15 percent from 2021.

Yue stated that Beijing prosecutors have also strengthened protection and assistance for minor victims. They coordinated with relevant departments to provide emergency placement, physical rehabilitation, legal aid, psychological intervention, school resumption, employment support, and other assistance. Over the past five years, 236 minors received State judicial assistance, with more than 4 million yuan ($591,200) distributed.

Beijing procuratorial organs have also focused on prominent and difficult issues involving violations of minors' rights and interests. They have carried out public interest litigation in an active, prudent, and standardized manner, urging relevant departments and organizations to perform their duties and helping ensure the implementation of laws on minor protection.

For three consecutive years, they have carried out special work on online protection for minors and strengthened public interest protection in areas such as products and venues closely related to minors, as well as minors' medical and health issues. Over the past five years, Beijing prosecutors handled 865 public interest litigation cases involving violations of statutory duties to protect minors and infringements on minors' public interests. The number of such cases handled in 2025 was 12.54 times that of 2021.
