人社部部長尹蔚民10日說，央企負(fù)責(zé)人薪酬制度改革1月份實施以來情況較好，所有央企負(fù)責(zé)人都執(zhí)行統(tǒng)一薪酬制度，相關(guān)監(jiān)管或考核部門正制定具體辦法，預(yù)計3月份出臺配套政策。

央企負(fù)責(zé)人薪酬改革已經(jīng)進(jìn)行了十年，人社部部長尹蔚民表示，詳細(xì)的配套政策將于3月底出臺。

薪酬改革即salary reform，央企負(fù)責(zé)人（executives at China's major State-owned enterprises/SOEs）薪酬今年1月起執(zhí)行新方案，統(tǒng)一薪酬組成包括：基本年薪（basic salary）、績效收入（performance-based payment）、任期激勵（incentive income during the tenure）?；灸晷绞茄肫笤趰徛毠て骄べY的2倍；績效收入不超過基本年薪的2倍。任期激勵不能超過基本年薪績效工資的30%。

2014年8月，中共中央政治局（the Political Bureau of the Communist Party of China Central Committee ）召開會議，審議通過了《中央管理企業(yè)負(fù)責(zé)人薪酬制度改革方案》（a reform plan for the payment packages of executives of central SOEs ）。此方案1月份開始實施。

李克強(qiáng)在政府工作報告中指出，薪酬改革是央企改革的一部分，中國還將完善現(xiàn)代企業(yè)制度（improve the modern enterprise system），改革經(jīng)營者激勵約束機(jī)制（reform the incentive and restraint mechanism for managers），加強(qiáng)國有資產(chǎn)監(jiān)管，防止流失（strengthen the supervision of State-owned assets to prevent their loss）。
