"Managua and Chengdu share a common vision of building modern, inclusive, smart, and people-centered cities," she said.
"We see this step as a historic opportunity to strengthen friendship, cooperation and shared development between our peoples."
The three-day conference attracted delegations from 37 friendship cities in 28 countries, along with five international organizations.
