Shandong province has released the Outline for the 15th Five-Year Plan (2026-30) for Shandong's Economic and Social Development, signaling a bold commitment to placing technological innovation at the heart of regional development.

Over the past five years, the province has invested over 70 billion yuan ($10.2 billion) in provincial fiscal funds, driving an 11.5 percent average annual increase in total R&D spending. Building on this momentum, the new plan aims to transform Shandong into a top regional hub for high-caliber talent and scientific breakthroughs.

The strategy focuses on four critical areas. First, the province will strengthen its research infrastructure by leveraging strategic forces like Qingdao's Laoshan Laboratory and advancing Big Science facilities to secure its role as a national innovation center.

Second, it is fostering deeper integration between academia and industry. By empowering leading enterprises to spearhead technological innovation and accelerating the commercialization of scientific achievements, the province ensures that businesses remain the primary drivers of technological advancement.

Furthermore, the Industry Poses the Question, Science Provides the Answer initiative will target key sectors such as artificial intelligence and industrial machinery. This precision-driven approach aims to yield approximately 300 key innovations by the end of the 15th Five-Year Plan period.

Finally, a robust talent policy consisting of 25 measures will promote high-level personnel exchange between universities and enterprises.
